Safari Menu > Preferences>Tabs>Open pages in tabs instead of windows: and change to Always.

- Quit Safari
- Open Terminal.app
- Enter defaults write
com.apple.Safari TargetedClicksCreateTabs -bool true
and press enter
- Open Safari again

same … =) safari 4 have not include feature like this. So, we need to do from terminal. No need for safari 5
